Since, therefore, a Police Officer is, and must be, detached for the work of watching brothels, it will only lead to unnecessary expense, if the work of brothel inspection is taken completely out of the hands of the Police, and in consequence devolves entirely on the Registrar General: for the Registrar General has only one European Brothel Inspector, and a single man is not capable of supervising all the brothels in Victoria and Kowloon. 4. In view of these circumstances, I have thought it expedient to leave the Ordinance provisionally unamended, and to refer the question for your further consideration, urging that the amendment to the 7th section of that Ordinance be withdrawn.
